Hi,
I am surprised you were prescribed topical steroid creams (Betnovate and Momate) for under eye dark circles - this is not recommended treatment, and when used for an exceptionally long time, as you have, can cause a number of side effects.
Regarding this rash which has come because of discontinuing Momate - it could be a side effect of the cream itself or another skin condition which was being suppressed by Momate and has flared on discontinuing it.
To advise you the best I can on how to deal with the rash I would need to see pictures of the affected area. Thank you for the photographs. The third one does not open but I could see one of each side of your face.
These bumps are most likely an acneiform eruption secondary to the steroid creams you used. Other possibilities would include superficial folliculitis and pityrosporum folliculitis.
I would suggest Capsule Doxycycline 100 mg twice a day for 14 days along with 1% Clindamycin lotion twice a day on the affected areas. If there is any itching take Tablet Levocetrizine 5 mg twice a day for as long as required. Keep your face protected from sunlight and use a mild soap like Dove for washing it. How you respond to this treatment will guide further care.
Once the problem has resolved please do not apply any steroid cream on your face. These are not recommended treatment for dark circles or facial pigmentation. There are numerous prescription creams designed for dark circles - these typically contain kojic acid, antioxidants and skin nourishing agents. I cannot mention the trade names here but your doctor would be aware of them. Besides this Arginine peels done twice a week and micro-current therapy can further help treating dark circles. Both these are done by dermatologists.
I would also recommend starting an oral antioxidant like Beta Carotene capsules and an SPF 50+ sunscreen every day (at least twice a day - e.g 8 am, 2 pm) and continuing them on a long term basis for general skin health.

Dear Dr. Vivek, i have taking the medicine along with applying the Erytop Clindamycin lotion as soon as i received your reply. I noticed that my skin is getting dry and sort of peeling. i assume this is part of the healing process but still would you advice if its ok.

Yes this is fine. The skin does dry and flake as it recovers from any inflammatory event like an anceiform eruption. You can use a bland moisturizer like Cetaphil cream for the dryness if you like and use a soap free face wash like Cetaphil-OS face wash.
